The court examined whether the EDF has contributed to the susƠtainability of the road network in sub-saharan Africa. The court concludes that the commission is partially effective in promoting the adoption and implementation by partner countries of the polƠicy reforms that are required to address the existing obstacle to a sustainable road network.
